Dmitry, as much as I'd like to make TAB insert spaces as the default, this is
a really, REALLY old default, and I don't think we're going to gain anything
major by changing it. We're also going to annoy a huge host of users who
actually need tabs in places where they presently have no configuration
because Emacs just "does what they expect" right now.
So unless there is a really compelling argument for a change at this time, I'd
like to close this as "wontfix".
