From where I'm standing, it's an argument to just use spaces for both C
and C++.
But anyway, I don't think project migration is a good problem example.
There are a lot things to do during that kind of migration, and adding
an `indent-tabs-mode' to dir-locals.el should be trivial in comparison.
A project that lives long enough to migrate must already have this file.
