IIRC, there once was a CONTRIB directory delivered
as part of Emacs.  But that was long, long ago.

And maybe it wasn't delivered with GNU Emacs per se
(dunno) but was instead set up here and there in
various labs, universities, etc.  I think it was
provided with GNU Emacs, but I may be wrong.
