So now non-ts users are satisfied at the expense of ts users.

Why not to do the right thing:

(add-to-list 'auto-mode-alist `("\\.toml\\'" .
  ,(if (treesit-ready-p 'toml) 'toml-ts-mode 'conf-toml-mode)))
