If TDLib 1.7.10 will be used, then use 3dfa0f0 for telega.el, this commit
adds initial support for TDLib 1.7.10

TDLib 1.7.10 is not compatible with TDLib 1.7.9, and it won't work with
telega without TDLib 1.7.10 support.
