I don't care where it lives, but why should you
even consider moving it to C?  Is this to solve
some performance problem?  Leave it in Lisp, so
users can modify or otherwise improve it.

More should be moved from C to Lisp, not vice versa.

So move it somewhere else in Lisp.

That's never been a good enough reason to move something
to C.  Not unless there's a real performance problem
that needs to be solved by doing so (i.e., can't be
solved some other, better way).
