For blind users yes. 

Though general statement about it is rather difficult.

Graphics designers like keyboard shortcuts. Then in same time without
mouse they could not almost do their work!

"Modal" usage of applications comforts users even more. In that case
there is no need for complex key bindings.

We can see resurgence of computer keyboard usage in last years.

Though majority find it easier to use mouse, let us say for browsing,
adding calendar events, getting directions on the map, accessing
menus, and so many other very common actions.
