That is right.

    Who is NEWS directed at?
    Users or developers?

NEWS is meant for users, not developers.  Users of Emacs often write
Lisp programs, so changes in the Emacs Lisp language features
are part of the information they need.

    GNU Emacs NEWS -- history of user-visible changes.  2003-05-21
				 ^^^^^^^^^^^^
    to something like say:

    GNU Emacs NEWS -- history of user-visible and lisp level changes.  2003-05-21

That text is correct and doesn't need change.  (However, the date
should be updated.)
