Support bit-for-bit reproducible generation of autoloads.

* lisp/emacs-lisp/autoload.el (autoload-insert-section-header): Check
whether the 'SOURCE_DATE_EPOCH' environment variable is defined; use it
as the TIME part of the 'autoloads' sexp when it is.
