[bug#55248] [PATCH v3 2/9] gnu: racket: Fix out-of-source build.

* gnu/packages/racket.scm (racket-vm-cgc)[arguments]: Supply
'#:out-of-source? #t'. Wrap 'install-license-files' to work around
limitation.
