* configure.ac: Detect whether ‘fchownat’ is available.
* libguile/filesys.c (scm_chownat): Define a Scheme binding to
  ‘fchownat’ when available.
* libguile/filesys.h (scm_chownat): Make it part of the API.
* doc/ref/posix.texi (File System): Document it.
