#5 is a priority, it's just not the _top_ priority right now.  But it's
pretty important.
Let's just make sure we understand what it means.  It does _not_
necessarily
mean a perfect history sync emacs.git -> by-then-old GitHub repo.

#1 means changing elpa.git.  And should be reasonably easy to do once #2
is done

You're right.  Only people with access to the copyright file can check that.

A unique list of author names and emails is very welcome.  You can filter
out the authors whose only commit contains a line

Copyright-paperwork-exempt: yes
