When I go to some sites for example <https://duckduckgo.com/> using
w3m the page returned appears to be binary. Most sites work. Stand
alone w3m works for duckduckgo.com.

One difference I am seeing is this site returns a HTTP/2 in the
header. I was wondering if that could be the problem, or if anybody
else has seen this.

Eww displays the problem sites fine.

I am using: w3m-20220902.545 and Emacs 28.2. This is on Debian
bullseye unstable or Openbsd 7.2.
