Hello,

Is there interest in a double buffered (flicker free) implementation for
windows GUI? I have searched the mailing list and found no recent
discussion about this, only this short one from 2008:

https://lists.gnu.org/archive/html/emacs-devel/2008-04/msg00577.html

Is there a plan to upgrade the graphics for windows? I would like to
work on that if it is welcome.

Thanks, it will be welcome, assuming there are no downsides. But I'd
suggest to start your legal paperwork rolling now, because the changes
will certainly be large enough to require it.
