wide-column.el does various things with the current buffer and the
cursor color in the post-command-hook; I don't know if there are
changes from 21.2 to 21.3 related to the cursor or current buffer that
may explain the slow-down.
Maybe you can selectively comment-out various parts of the function
added to the post-command-hook to see what may be responsible for the
slow-down.
