Does /home/phillord/.emacs.d/elpa/auctex-13.0.3/ exist?
How 'bout /home/phillord/.emacs.d/elpa/auctex-13.0.3/tex-site.el ?
How 'bout /home/phillord/.emacs.d/elpa/28.0/auctex-13.0.3/ ?
