I get the following error since updating my emacs and org mode

Error setting org-babel-load-languages: (void-variable org-babel-safe-header-args)

The error means I can't do babel. But if I use C-u M-x org-reload I can
then run babel commands.

Uninstall Org from the package-list-packages menu, restart Emacs making
sure that Org has not been loaded, and then install Org again from the
package-list-packages menu.

Are you sure the builtin version of Org is not being loaded (perhaps in
your config) before you're installing?  Have you tried with 'emacs -Q'
and evaluating only package-related setup?
