The way I get around this in my config is adding
#+begin_source emacs-lisp
;; #' exports a scheme (syntax ...) form. Treat this as a
;; (function ...) form.
(defalias 'syntax 'function)
#+end_source
This is a very hacky solution, but if you wanted to not modify the
reader, you could add this to the beginning of init.el with the service.
