* gnu/packages/admin.scm (hyfetch): Update to 1.4.6.
[inputs]: Remove python-hypy-utils.
[arguments]<#:tests?>: Disable tests.
<#:phases>: Remove set-HOME phase.
Replace install phase to one w/o byte-compilation.
