IMHO your RFI could (hopefully easily) become a Guix project blog post,
with a brief introduction explaining the context like a link to the
above linked page and quick summary of the request for information:

Anyway, the process now is in Phase III (Government Review) [1]:

The Government reviews and publishes the RFI responses submitted during
Phase II. The Government may select respondents to engage with the RFI
project team to elaborate on their response to the RFI.
