Since the Guix project has committed to follow the GNU FSDG, the
relevant question here is whether the license is a "free software"
license, and that's a question for the FSF, not the OSI.
The OSI is only qualified to answer a different question: whether a
license is an "open source" license. That question is not relevant for
our purposes.
