I just tried the following and couldn't reproduce the issue:
1. Start Blender
2. Delete the default cube
3. Add a UV Sphere (Shift+A → Mesh → UV Sphere)
4. Click the Sculpting tab
5. Click and drag on the sphere to sculpt
This is my system info:

BLENDER: 2.91.0
