The url for packages on guix.gnu.org/packages/ includes the version
number.
Is there a URL for a package without a version number?

AFAIK there is not, but we could generate it by changing the code for
the website:
https://git.savannah.gnu.org/cgit/guix/guix-artwork.git/tree/website/apps/packages
