You can fetch the tarball[1] manually and then use
`package-install-file':
,----[ C-h f package-install-file RET ]
| package-install-file is an autoloaded interactive native-compiled Lisp
| function in ‘package.el’.

| (package-install-file FILE)
|
| Install a package from FILE.
| The file can either be a tar file, an Emacs Lisp file, or a
| directory.

You should still find out why 'M-x list-packages' doesn't show psgml.
