You can fetch the tarball[1] manually and then use
`package-install-file':

| package-install-file is an autoloaded interactive native-compiled Lisp

| Install a package from FILE.
| The file can either be a tar file, an Emacs Lisp file, or a

You should still find out why 'M-x list-packages' doesn't show psgml.
