This stops the unwanted behaviour of mouse-3. But it does not restore
the SGML/XML parsing that I am used to. I seems that Emacs/PSGML does
not read my DTDs any longer.

I may have to fall back to XEmacs, for this still works (with the recent
PSGML extension!). This makes me suspect that the source of the trouble
is Emacs, not PSGML.
