But byte compilation also doesn't get it right (note the difference to
your example - mine includes a complete `apply' call)

  (funcall (byte-compile '(lambda () (apply '(+ 1 2)))))
  ==> grgh

compared to

  (funcall (byte-compile '(lambda () (apply #'+ 1 (list 2)))))
  ==> 3
