It could be.  But I doubt whether it's worth doing.  For a portable
image library, there already exists ImageMagick.  Hmm, it might be
useful when supporting scaling, rotation, etc. in the future version
of Emacs.

Anyway, because other supported image types require no extra
libraries, including XPM functionality in Emacs (as in XBM and PBM)
is handy for Mac at the moment.
