Hello,
A while ago changes to packages in GNU ELPA automatically appeared in
the next day in the archive (elpa.gnu.org/packages). This seems stop
working. Has anything changed? What is the practice now? Thanks.

AFAIK it's still the case. The only thing that has changed (a couple
months ago) is that changes in a package are only reflected in GNU ELPA
site when the "Version:" is changed (i.e. the .tar and .el files
distributed via http://elpa.gnu.org/packages/ will never be modified).
I don't see any obvious sign that the update script is not working
currently, so I assume the issue is that you didn't change the Version.
