I noticed that there is a whole bunch of files in nt/inc that don't have
the GNU header (with copyright etc.). Should this be fixed or is it
intentional?
Some of these files are just empty (with a comment). Should these have
headers, too?

"Trivial" files (< 10 lines of real code, say) do not need licence
notices.
