This change means that you are sending mails to submit@debbugs with no
Package: specified, which isn't right. You can either:
i) send to submit@debbugs with a Package:, or
ii) send to bug-gnu-emacs@gnu without a Package:

PS maybe consider deleting the gnus-specific bug reporting mechanism
altogether, and just leaving an obsolete alias for report-emacs-bug.

I've now reverted the change. Making it a obsolete is probably a good
idea.
