@key should be used for an individual key on the keyboard,
whenever you refer to it.  It should not be used for "keychords".

Thus, the correct way to refer to typing TAB while holding down META
is @kbd{M-@key{TAB}}.  And the way to refer in the text to typing just
TAB is _always_ with @key{TAB}.

Karl, if this isn't clear in the Texinfo manual, could you clarify it?
