	* simple.el (set-mark-command-repeat-pop): New variable.
	(set-mark-command): Only interpret plan C-@ after a pop as a pop
	if set-mark-command-repeat-pop is true.

This is great, but I wish people thought about backward compatibility
more.  Why doesn't this variable have `t' value by default saving me
from looking through the ChangeLog to find why `C-u C-SPC C-SPC'
suddenly stopped working?

Backward compatibility (with Emacs 21) is exactly why I made this
change.  It removed an incompatibility.
