jka-compr-build-file-regexp should be preloaded now, in jka-cmpr.el.
Please try recompiling the Lisp files and rebuilding Emacs
and see if the problem goes away.

Can you run this under GDB with a breakpoint at Fsignal?
Then do backtrace and xbacktrace, and the info will probably
enable me or someone to fix the bug.

I can't understand the cause of this bug.
The backtrace appears to be garbled.
Others seem to have no problem loading jka-cmpr-hook.el,
so we can't debug why it fails for you.  I think you may
have to debug it by adding calls to `message' in that code.
