That's right when the text is taller.  Text that is shorter
is another case.

    We could accomplish this by setting the line-height property to the
    pixel height of a specific face *) The effect of this would be that
    newlines would have the height of that face, rather than the current
    font.

That seems like an approach that could work.

    BTW, the line-height and line-spacing properties are currently only
    supported as text-properties; should this be extended to check for
    overlays too?

I don't see a use for them as overlays.
