(for vms porting) i have extracted relevant "traditional cpp" bits from
gcc-3.2.2 and tweaked these to build using "make" on unixoid and "mms"
on vms systems. a zipfile dated 2003-04-02 20:28 (no versioning, sorry)
is available here (see below for details):

in the work-in-progress vms-specific build methdology, the subdir this
unpacks into (named "tradcpp") is expected to be a peer of src, lib-src,
etc. is this a problem? i chose that name partially because tradcpp.c
from gcc contains `main' and partially because i'm aware that re-adding
a deleted directory (i.e., "cpp") often confuses cvs.
