* Make icomplete-scroll a defcustom?

Hi,

out of curiosity and as the subject says: shouldn't `icomplete-scroll' be a 
defcustom?

I am setting it to t in my init.el to scroll candidates instead of rotating them 
in icomplete, so I am guessing it is supposed to be a setting the user can 
customize.

Just to be clear: it is working fine as it is, and I am happy with it. Again, 
just curious.

Makes sense to me to be a defcustom.
