It makes sense that one might want to click "TODO" or "DONE" without
toggling state: you might want to change the text.
But why does clicking the checkbox (- [ ]) not toggle the X? There isn't a
valid state for the checkbox other than the X.
* TODO
- [ ] Item
- [ ] Item
Maybe clicking the brackets should toggle too.
I suppose sometimes you may click with the intention to change the
indentation, but they can click elsewhere for that.
This seems unnecessarily insufferable.

Perhaps you will have better luck raising this on the org-mode mailing list?
