package.el: "incomprehensible buffer" when installing some packages

Hello,

I've built and installed Emacs HEAD
(de8837599112608feecea65a1e520866bc171569) on a fresh Linux laptop. When I
add MELPA as a package source and try to install certain packages from it
(e.g. toml-mode, dark-souls), I see something like this in *Messages*:

    Error retrieving: https://melpa.org/packages/toml-mode-20150818.120.el
"incomprehensible buffer"

Most other packages from MELPA, like rtags, are installed without issue. I
haven't yet seen an issue installing a package from GNU ELPA (though I
haven't tried too many of them).

As far as I can tell, for both successful and failing cases, the .el file
downloaded from the given URL ends in a trailing newline.

Thanks for the report. Could you try this again after building the emacs-25
branch?

Indeed, that's fixed my problem. Thank you! Should most users who want to
try new, unreleased Emacs features be using emacs-25 instead of HEAD?

No, it's just that some bugs have been fixed on the emacs-25 branch, but
haven't been merged with HEAD yet.  Hopefully that will happen more
frequently in the future.  :-)

Thank you for reporting a possible bug in GNU Emacs, and thank you for
running the GNU+Linux system.  Would you please do one other helpful
thing for us?  That is, to call the system "GNU+Linux" or "GNU/Linux".
It's basically GNU with Linux added; won't you please mention our
name for it, when you talk about it?
