I am not really into that discussion, so no idea, have you checked 'Codeberg' service?

Seems to be based on something called Gitea: https://github.com/go-gitea/gitea
No idea if this is fitting need for Emacs devs, just sharing the pointer.

On ethical criteria, Codeberg is a little better than GitHub or GitLab,
but not much. There are others that are considerably better.
One of them is sourcehut. I don't recall the others.
