I backported this to Emacs 28 for, Debian and it has solved the problem
for at least one of the bug reporters -- thank you.

I guess it means Debian is maintaining it's own emacs28 branch?

I guess in a sense we are, but it's more like just a very short patch
queue on top of the release tarball.
