Per rms' request, I just checked in changes to almost all the top-level
manuals in the emacs cvs tree (trunk only), to use @copying instead of
the variety of methods that were there before.  I also changed the @top
nodes to be @ifnottex in the cases where @ifinfo was used, since
otherwise the html output would come out wrong.

The gnus and tramp manuals needed more extensive fixes than I felt
comfortable making.

If there are any questions or problems with this, feel free to pester me.

I think I've fixed it for the Tramp manual now.  Please holler if it
is still wrong.
