I observe that I have to call M-x first-error RET before being able to
call M-x next-error RET. Before the new compile.el, this was not the
case -- I could just to M-x next-error RET.
Is this just me or are others also seeing this?

This is a bug and I don't see it right now.
Can you give a recipe (using the latest CVS of course)?
