Thanks for your follow-up message.
Now I just cvs updated and try with new emacs after make distclean;make bootstrap;make install.
Even if I try with "emacs -q -no-site-file", the popup-menu appears and then disappears after
very very short time.
I've tested again and again, then sometimes the X focus on emacs frame went out and the
popup-menu remains. But for many cases it disappears instantly.
On the other hand, with emacs-21.2, the X focus on emacs frame does not go out,
while the popup-menu does remain.
I'm using sawfish without gnome on XFree86-4.1.0 running under Debian linux.
