learning Emacs would be more fruitful if functions like
‘describe-function-1’ would inform about the type of its arguments.

AFAIK, we do describe the type of the arguments whenever that is not
trivially clear. However, describe-function-1 is an internal
subroutine, and doesn't even have a doc string (for that reason).
