Emacs 28 at Head appears to have changed the signature of function
make-obsolete to make the third (when ) argument required, used to be
optional. This now breaks external packages such as jabber.

This is announced in NEWS. The use of this (and a couple of other)
functions without the WHEN argument has been obsolete since Emacs
23.1.
The packages should adapt.
