It's just a guideline, not an ironclad rule.  If a developer is amused by 
keeping Emacs working on an old platform and if this doesn't get in the way of 
the rest of us, it's fine.  But the default should be to drop junk that's 
present only for obsolete and unsupported platforms.  For example, there's no 
longer any need to clutter the code with support for K&R C.
