I just took a look at "M-x term" on w32. Is there a fundamental reason 
why it does not work?

term-exec-1 does

     (apply 'start-process name buffer
	   "/bin/sh" "-c"
	   (format "stty -nl echo rows %d columns %d sane 2>/dev/null;\
     if [ $1 = .. ]; then shift; fi; exec \"$@\""
		   term-height term-width)
	   ".."
	   command switches)))

 From a cygwin shell outside of Emacs I can do

   stty -nl echo

but from a cygwin inferior shell in Emacs I get

   Cygwin> stty -nl echo
   stty: standard input: Inappropriate ioctl for device

Is "M-x term" supposed to work on w32? When I do it I get the message

     Cannot return from the debugger in an error

(However this text is not found in *Messages*.)
