To me it is a little bit unclear if file-name-directory returns a string 
which is consistent with file-name-as-directory or directory-file name.

Could the doc string of file-name-directory tell this, please?

Basically, a directory name ends with a / whereas a file name does not.
So file-name-directory returns something that ends in a /.

Unless it doesn't...  That's platform-dependent.

As the names suggest, file-name-directory and file-name-as-directory
return a directory type name, and directory-file-name returns a
file-name type name.

I will make it say "returns a directory name", which ought to make
it clear (when read with the manual).
