Emacs 21.2 is using black on black for the default colors
in non-X11 mode when the termcap capabilites AF and BF
are present for the TERM I am using.
Is the termcap entry a valid and correct one?
What are these capabilities supposed to mean?

I believe so...

Foreground and background colors. I am going to spend a bit more
time narrowing this down, it may be a Cygwin curses issure, it
may be emacs, it may be termcap/terminfo...
