I just got the following error during a make bootstrap after checkout of
sources:
Loading vc-cvs (source)...
Symbol's function definition is void: vc-annotate-car-last-cons
make[1]: *** [autoloads] Error -1
make[1]: Leaving directory `D:/ecvs/bld/emacs/lisp'
make: *** [bootstrap-gmake] Error 2
bootstrap-051223.tmp
This is on w32.

Yeah, I got this on an OpenBSD system too. I managed to bootstrap by
moving vc-annotate-car-last-cons above its first caller in vc.el
